I have the honour
(1) In reply to your Excellency letter of the 31st August 1904 & hast forward the required Scheme with alterations made in accordance with your suggestions.
A map corrected to date has also been sent.
(2) Your recommendation in paragraph 3 has been adopted.
(3) No officer has been told off to the important port of ... who officer is likely to be available at the time; and in this connection I would request that the whole staff be supplied to the Colonial Government, namely 1 censor, 5 assistant censors & 14 decoding clerks and thus having been sent in to me for registration.
Instructions for the censor have been embodied in G.G.O. No.19.
(4) The question of the provision and distribution of codes, has now been made clear and the hummers tally in each table.
